Assuming you are using Windows and not Linux, right click on the desktop to display a drop down menu. Then click on "Personalize " from there you can change everything from wallpaper (image on your desktop) to screen resolution, to even the way windows look.

If you are talking about changing the desk top back ground you can not on a Net Book with Windows XP Basic or Windows 7 Starter, these are not full featured operating systems.
